Gilmore (hamstring) returned to practice Saturday with limited work, but he will miss his second consecutive game.
Fabian Moreau will see extra snaps at corner behind Byron Murphy and Shaq Griffin in Gilmore's absence. Moreau played 39 of 74 snaps last week against the Falcons.
The Vikings' other inactives are quarterback Brett Rypien, defensive lineman Levi Drake Rodriguez, center Dan Feeney and offensive tackle Walter Rouse. Rypien will serve as the emergency, third quarterback.
The Bears will have running back D'Andre Swift, who was questionable with a groin injury. He returned to practice Saturday with limited work.
The Bears' inactives are running back Roschon Johnson (concussion), defensive back Ameer Speed, offensive lineman Braxton Jones (concussion), defensive lineman Gervon Dexter (knee), linebacker Noah Sewell and offensive lineman Ryan Bates (concussion).
