Referees pushing fighters to remain active

It’s been pretty obvious the last few events that the referees, especially Herb Dean are pushing the action. Mark Goddard did the same recently. The announcers along with fans seem to be surprised by the sudden push in pace by the referees. My theory is that the UFC is pushing the referees to do this, as to keep the fights more entertaining. The most common complaint I hear from my casual watching friends is some variation of lay and pray or wrestling is what makes the sport boring. Does anyone else think this? I can’t imagine after all these years reffing a particular way, they would just change the pace out of the blue. My question also is, if that’s true and the UFC pushed for this.. I would think that the commentators would have been informed, as every time it happens they act shocked the pace is being pushed.
